Elabharthi (ईलाभार्थी)

Elabharthi, or E-labharthi (ई-लाभार्थी), is a Bihar government-operated digital platform that deals with pension payments for multiple pension schemes and social welfare schemes. The portal enables senior citizens, widows, persons with disabilities, and other vulnerable groups in Bihar to conveniently access their pension and social security benefits online without having the need to go up and down at the government offices.

Elabharthi

What is Elabharthi?

Elabharthi is an online pension management portal launched by the Government of Bihar in 2013 under the Department of Social Welfare. It enables beneficiaries, which include senior citizens, widows, and persons with disabilities, to access, track, and manage their pension payments digitally. The portal streamlines pension disbursement, ensuring transparency, timely payments, and reduced dependency on manual processes.

What are the Objectives of E-Labharathi Portal?

The main objective of the E-Labharthi portal was to bring transparency, efficiency, and convenience to Bihar’s social welfare pension system. Its objectives include:

  • Ensuring timely and transparent disbursement

  • The portal automates pension payments to minimise delays and prevent irregularities in fund transfer.

  • Providing easy online access to beneficiaries

  • Pensioners can check their payment status, transaction history, and personal details anytime through the website.

  • Reducing manual errors and administrative workload

  • By digitising records and automating workflows, the portal lowers the chances of data duplication and human error.

  • Enhancing transparency and accountability

  • Real-time monitoring tools allow government officials to track fund utilisation and beneficiary verification.

  • Promoting inclusion and accessibility

  • The system ensures that vulnerable groups—such as senior citizens, widows, and persons with disabilities—receive their entitled pensions without the need for physical visits or intermediaries.

Major Pension Schemes Under Elabharthi

The E-Labharthi portal integrates multiple social welfare pension schemes of the Government of Bihar, ensuring direct benefit transfer (DBT) to eligible beneficiaries. The major pension schemes managed through this portal include:

  • Indira Gandhi National Old Age Pension Scheme (IGNOAPS)

  • Provides monthly financial assistance to senior citizens aged 60 years and above, especially those belonging to BPL households.

  • Indira Gandhi National Widow Pension Scheme (IGNWPS)

  • Offers pension support to widowed women aged between 40 and 79 years from economically weaker sections.

  • Indira Gandhi National Disability Pension Scheme (IGNDPS)

  • Extends monetary aid to persons with disabilities aged 18 years and above who belong to BPL families.

  • Lakshmi Bai Social Security Pension Scheme

  • A state-specific pension initiative aimed at providing regular financial assistance to widows not covered under the central scheme.

  • Bihar State Old Age Pension Scheme (BSOAPS)

  • A state-level extension that supports elderly individuals who do not qualify under the central old-age pension programme.

E-labharathi KYC

KYC (Know Your Customer) on the E-Labharthi portal is a mandatory verification process for beneficiaries of Bihar’s social security pension schemes. It ensures that pensions are released only to genuine, eligible recipients and prevents duplicate or fraudulent payments.

Why KYC Is Mandatory

  • Confirms the identity of the pension beneficiary

  • Ensures the bank account is active and Aadhaar-linked

  • Prevents duplication, deceased cases, or ineligible beneficiaries from continuing in the system

  • Keeps pension records updated for accurate, timely payments

How the KYC Verification Is Completed

1. Physical KYC (Offline Method)

Beneficiaries can complete KYC at the following centres:

  • Block Office (प्रखंड कार्यालय)

  • Panchayat Office (पंचायत भवन)

  • Camp-based Verification is conducted periodically

  • CSC / Vasudha Kendra

During physical verification, officials authenticate:

  • Identity

  • Residency

  • Age or disability documents

  • Bank account details

  • Fingerprint/biometric match (if applicable)

2. Online / e-KYC Method

Some districts allow Aadhaar-based e-KYC through:

  • CSC (Common Service Centre) e-KYC

  • Aadhaar authentication via biometric or OTP

  • Bank account seeding confirmation through NPCI mapping

The operator enters:

  • Beneficiary ID (लाभार्थी आईडी)

  • Aadhaar Number (आधार संख्या)

  • District / Block / Panchayat details

  • Mobile number for OTP-based verification

Documents Required for KYC

  • Aadhaar Card

  • Bank Passbook (for account details)

  • Mobile Number linked with Aadhaar

  • Residential Certificate, if required

  • Age/Disability/Widowhood Certificates (scheme-specific)

  • Beneficiary ID Slip or pension approval printout

Consequences of Not Completing KYC

  • Pension payment stops immediately

  • Beneficiary is marked as “Inactive (निष्क्रिय)” on the portal

  • Bank account may not receive future instalments

  • Name may be removed from the active beneficiary list

  • Re-activation requires fresh verification at the block office
