Learning License in Sikkim

A learning license in Sikkim is an official document that is issued by the Regional Transport Office in accordance with the rules of the Motor Vehicles Act, 1988. The Sikkim RTO is responsible for providing driving license related services that also include the issuance of learning license. A learning license in Sikkim is a temporary document that is issued to an individual for the purpose of letting him learn to drive a motor vehicle in public areas of the city. To obtain a learning license in Sikkim, an individual has to go through the application process mentioned below.

A auto insurance is mandatory for every vehicle registered at Sikkim RTO as per The Motor Vehicle Act, 1988.

Types of learning licenses issued in Sikkim

Depending on the type of motor vehicle an individual wants to drive, the below types of driving licenses are issued in Sikkim:

  • Motorcycle without gear
  • Motorcycle with gear
  • Light motor vehicle
  • Medium goods vehicle
  • Medium passenger vehicle
  • Heavy goods vehicle
  • Heavy passenger vehicle
  • Invalid carriage
  • Motor vehicle of a specified description

Eligibility Criteria for Obtaining a Learning License in Sikkim

The eligibility criterion for the Sikkim learning license depends on the type of motor vehicle an individual wants to drive.

  • To drive a motor vehicle not exceeding an engine capacity of 50cc, an individual should be above the age of 16 years.
  • To drive a light motor vehicle, an individual should be above the age of 18 years.
  • To drive a commercial motor vehicle, an individual should be above the age of 20 years.
  • The learning license applicant in Sikkim should have knowledge of traffic rules and regulations.

Documents Required for Obtaining a Learning License in Sikkim

The below documents have to be submitted to the RTO for obtaining the Sikkim learning license.

  • Application fee of Rs. 150
  • Learning license test fee of Rs. 50
  • Application Form 2
  • Recent passport size photographs
  • Age and address proof documents such as passport, Aadhar Card, school certificate, birth certificate, utility bills, etc.

How to Obtain a Learning License in Sikkim?

The Sikkim learning license is issued to an individual for a period of 6 months and can be applied by following either one of the below processes.

Online application process for obtaining Sikkim learning license

  • Visit the Ministry of Road Transport & Highways Website- parivahan.gov.in/parivahan/
  • Click on online services and select driving license related services
  • Enter the name of the state-Sikkim
  • Click on apply online and select new learners license
  • Fill the applicant details online
  • Upload scanned copies of the above-mentioned documents
  • Upload photo and signature
  • Book a slot for the LL test
  • Visit the RTO to give the test as per the scheduled date and time
  • If the applicant passes the test, the learning license is issued.

Offline application process for obtaining Sikkim learning license

  • Visit the nearest RTO
  • Collect the Sikkim learning license application form
  • Fill out the form with appropriate details
  • Submit the form to the RTO along with the required documents
  • Pay the application fees
  • Book a slot for the learning license test
  • Appear for the learning license test on the given date and time
  • On passing the test, the learning license is issued to the applicant.

How to Obtain a Duplicate Learning License in Sikkim?

The Sikkim duplicate learning license is issued on the below conditions:

If the original learning license is:

  • Lost
  • Damaged or stolen

In case of theft of the original learning license, an affidavit has to be filed stating the loss of the learning license. The applicant will have to make a written application stating the reason for obtaining a duplicate learning license. In the affidavit, the applicant will also have to declare that he will rightfully return the original learning license if he finds it after the issuance of the duplicate LL.

  • FIR copy, in case the learning license is stolen

Procedure to Obtain a Duplicate Learning License in Sikkim

An application for a duplicate learning license in Sikkim has to be made at the RTO or online through parivahan.gov.in/parivahan/. Once the application is processed, the applicant will have to visit the RTO for verification of the original documents. On the basis of the verification of the documents, the duplicate learning license is issued to the applicant.

Learning License Test Procedure in Sikkim

To obtain the Sikkim learning license, it’s necessary for an individual to give the learning license test. On submission of the documents, the applicant will have to book a slot for the LL test. The learning license test slot can be booked online or directly at the RTO. Once the test slot is booked, the applicant will have to visit the RTO to give the test. The test will be conducted in the presence of a Motor Vehicles Inspector who will declare the results of the test. During the test, the applicant will be asked objective type questions online or in a written form. If the applicant passes the test, he will be issued the learning license. However, on failing the test, the applicant can re-appear for the test after 7 days.

Is learning license issued in Sikkim valid in International countries?

No, the Sikkim learning license is not valid in International countries. You will have to obtain an international DL for driving in foreign countries. An application for an international DL can be made after obtaining a permanent DL.
