The West Bengal Regional Transport Offices (RTOs) operate under the State Transport Authority to regulate vehicles, drivers, and transport operations across both urban hubs and remote districts.
Register new vehicles and manage district-wise WB registration series, including Kolkata-specific and suburban codes.
Issue, renew, and update Driving Licences in West Bengal (DLs) with state-level verification and smart card integration.
Handle RC issuance, transfer, renewal, and hypothecation changes aligned with West Bengal transport rules.
Collect state motor vehicle tax, road tax, and permit fees applicable under West Bengal transport legislation.
Conduct fitness certification and PUC compliance checks, especially for commercial and inter-district vehicles.
Issue and regulate commercial permits (stage carriage, goods, tourist, and inter-state permits) through the State Transport Authority.
Enforce traffic challans and transport violations in coordination with West Bengal Traffic Police and district authorities.
Maintain digitised vehicle and licence records integrated with national transport databases while reflecting state-specific policies.
Vehicle registration in West Bengal is mandatory to legally identify a vehicle, link it to its owner, and ensure compliance with state transport and tax laws. It enables law enforcement, taxation, and accountability on public roads, and is required for insurance, resale, and inter-district or inter-state movement.
Temporary registration allows a new vehicle to be used for a short, limited period, while permanent registration assigns a lifelong WB registration number and an official Registration Certificate (RC). At a high level, the process follows a simple flow: application submission → vehicle inspection (where required) → payment of applicable taxes and fees → issuance of the RC by the concerned West Bengal RTO.
Vehicle registration in West Bengal can be completed either through the authorised dealer at the time of purchase (dealer-point registration) or by applying directly at the concerned RTO.
Submit the required registration documents and application forms.
The vehicle is produced for inspection by the Motor Vehicle Inspector (MVI), AT WB RTO.
Pay the applicable road tax, registration fees, and other charges.
Details are verified by the RTO WB as per state transport records.
Upon approval, the Registration Certificate (RC) is issued as a smart card and/or digital RC.
Submitting complete and accurate documents helps ensure faster verification and approval at the RTO.
Form 20 – Application for vehicle registration
Form 21 – Sale certificate issued by the dealer
Form 22 – Roadworthiness certificate from the manufacturer
Valid motor insurance policy
Address proof of the vehicle owner
Invoice of the vehicle issued by the dealer
PAN card or Form 60 (as applicable)
PUC certificate (if required)
Passport-size photographs of the owner
Temporary registration slip (if the vehicle was temporarily registered)
In West Bengal, the Registration Certificate (RC) of a private vehicle is valid for 15 years, after which it must be renewed every 5 years. Timely RC renewal is essential to ensure legal compliance, avoid penalties, and maintain the vehicle’s eligibility for insurance coverage, resale, and road use. The RC renewal process in West Bengal involves submitting an application to the concerned RTO, verification of vehicle details, payment of the prescribed fee, and issuance of the renewed RC.
RC renewal requires a set of basic and valid documents for smooth processing.
Form 25 – Application for renewal of Registration Certificate
Original RC of the vehicle
Valid motor insurance certificate
PUC certificate
Address proof of the registered owner
Prescribed RC renewal fee
Vehicle ownership transfer in West Bengal is mandatory when a vehicle is sold, inherited, transferred through auction, or relocated to a new owner. In West Bengal, the seller must report the ownership transfer in Form 29 within 14 days (for same-state sale) or 45 days (inter-state), in order to avoid legal trouble and fines.
Ownership transfer requires the submission of specific documents to validate the change of vehicle ownership.
Form 29 – Notice of transfer of ownership
Form 30 – Application for transfer of ownership
Original Registration Certificate (RC)
Valid motor insurance policy
PUC certificate
Address proof of the buyer
Sale affidavit (if applicable)
No Objection Certificate (NOC) for financed vehicles or inter-state transfers
