TWO WHEELER INSURANCE

Bike Number Plate: HSRP Rules, Number Plate Colours & Registration in India

Shashi Kumar 14 November 2025

A bike number plate in India is a government-issued registration plate that identifies a vehicle and confirms its legal registration. Every two wheeler number plate must follow the Central Motor Vehicles Rules regarding its format, colour, size, placement, and High-Security Registration Plate (HSRP) requirements, with violations attracting penalties under the Motor Vehicles Act.

Bike number plate

This number plate plays an important role in identifying your bike and understanding who it belongs to. In India, two wheeler number plates follow a nationally standardised format that is easy to understand once you know its key components and colour significance. The guide below provides an overview of the various details of a motorcycle number plate, which is assigned to every owner upon successful registration of the bike.

Bike Number Plate Rules & Legal Framework in India 2026

Every bike ridden on Indian roads must be registered with the Regional Transport Office (RTO) under the provisions of the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules (CMVR). Once the registration process is completed, the vehicle is assigned a unique registration number, which must be displayed on an approved High-Security Registration Plate (HSRP). HSRPs have been mandatory for all new vehicles registered on or after 1 April 2019, while many states have also made them compulsory for older vehicles through phased implementation.

When you purchase a new bike, the dealer issues a temporary registration displayed on a red temporary number plate. This temporary registration is generally valid for 30 days, during which the permanent registration and HSRP must be obtained from the registering authority. Riding beyond the validity period without permanent registration is a violation of the law.

Unlike older metal registration plates, the current HSRP is made of aluminium and includes several security features such as:

  • Chromium-based IND hologram with the Ashoka Chakra

  • Unique laser-etched identification number

  • Non-removable snap locks to prevent tampering

  • Standardised font and layout prescribed under the CMVR

These features help prevent vehicle theft, cloning, and misuse while enabling easier identification by enforcement agencies.

Riding a bike without a valid number plate, using an unauthorised or tampered number plate, or failing to display the registration number in the prescribed manner is a traffic offence. Depending on the nature of the violation and applicable state rules, offenders may face fines under the Motor Vehicles Act, and repeated non-compliance can attract stricter enforcement actions.

What Are the Components of a Bike Number Plate?

Every bike number plate in India follows a standard format that helps identify the vehicle and its place of registration. Here's what each component represents:

Component Explanation
State Code The first two letters indicate the state or union territory where the bike is registered. For example, KA stands for Karnataka, MH for Maharashtra, and DL for Delhi.
RTO Code The next two digits represent the Regional Transport Office (RTO) where the vehicle was registered. For example, 01 identifies a specific RTO within the state.
Unique Serial Code One or two alphabetic characters assigned by the RTO to indicate a particular registration series or batch. For example, AB in KA 01 AB 1234.
Unique Registration Number The final four digits are a unique registration number allotted to the bike, distinguishing it from other vehicles registered under the same series.

Example: In the registration number KA 01 AB 1234:

  • KA = Karnataka (State Code)

  • 01 = Specific RTO Code

  • AB = Registration Series (Unique Serial Code)

  • 1234 = Unique Registration Number

Bike Number Plate Size, Font, and Placement Rules

To ensure uniformity and easy identification, the Central Motor Vehicles Rules (CMVR) prescribe specific standards for every bike number plate in India. These rules cover the plate's size, font, colours, and placement. Using a non-standard two wheeler number plate or modifying it in any way can lead to traffic penalties.

Requirement Standard Rule
Material The number plate must be a High-Security Registration Plate (HSRP) made of aluminium with tamper-proof snap locks.
Plate Size The standard size for a motorcycle registration plate is generally 200 mm × 100 mm. However, the dimensions may vary slightly depending on the vehicle model and the space provided by the manufacturer.
Font Only the standard font and character size prescribed under the CMVR are permitted. Characters must be clearly legible and uniformly spaced.
Colour Code The background and text colour must match the vehicle category—for example, white with black letters for private bikes and green with white letters for private electric two-wheelers.
Placement The registration plate must be securely fixed in the designated position at the front and rear of the motorcycle. It should remain upright, clearly visible, and unobstructed from all angles.

Modifications That Are Not Allowed

The following alterations make a bike number plate non-compliant with the law:

  • Decorative or designer fonts

  • Stylised or oversized letters and numbers

  • Stickers, graphics, logos, or symbols on the plate

  • Regional language text or additional words

  • Tinted, reflective, or transparent number plate covers

  • Bent, folded, tilted, or partially concealed plates

  • Hand-painted, acrylic, plastic, or paper number plates instead of an approved HSRP

Using a modified or improperly displayed motorcycle number can make it difficult for traffic enforcement systems and cameras to identify the vehicle. As a result, riders may be fined under the Motor Vehicles Act and may be directed to replace the non-compliant number plate with an approved HSRP before using the bike on public roads.

Bike Number Plate Display Rules in India

Once your bike is registered and fitted with an HSRP, the number plate must always be displayed in accordance with the Central Motor Vehicles Rules. The registration mark should remain clearly visible and free from any unauthorised modifications.

The key display rules are:

  • The number plate must be securely fixed at the front and rear of the motorcycle.

  • It must be displayed upright and remain clearly visible at all times.

  • The registration number must not be obscured by accessories, luggage, mud, or other objects.

  • Decorative fonts, stylised lettering, stickers, graphics, names, slogans, and unauthorised logos are prohibited.

  • Tinted, reflective, acrylic, or transparent number plate covers are not permitted.

  • The plate must not be bent, folded, tilted, trimmed, or otherwise modified to reduce visibility.

  • The registration number must be displayed only in English letters and Arabic numerals as prescribed under the CMVR.

Failure to follow these rules may result in penalties under the Motor Vehicles Act and require the owner to replace the non-compliant number plate with an approved HSRP.

Meaning of Different Bike Number Plate Colours

Different bike number plates in India use specific colours to indicate the purpose or category of the vehicle. Here's what each colour signifies:

Bike Number Plate Meaning and Purpose
White Background with Black Text Used for privately owned motorcycles and scooters. These vehicles cannot be used for commercial passenger or goods transport.
Yellow Background with Black Text Issued to commercial two-wheelers used for business purposes, such as delivery services or rental operations, and require the necessary commercial permits.
Green Background with White Text Used on privately owned electric two-wheelers (EVs).
Green Background with Yellow Text Issued to commercial electric two-wheelers used for business or transport services.
Black Background with Yellow Text Used for self-drive rental vehicles that are operated commercially without a commercial driving licence requirement for the renter.
Blue Background with White Text Assigned to vehicles used by foreign diplomatic missions, consulates, embassies and international organisations operating in India.
Red Background with White Text (Temporary Registration) Used on newly purchased bikes before permanent registration. The temporary registration is generally valid for up to 30 days, after which the vehicle must be permanently registered and fitted with a High-Security Registration Plate (HSRP).
Red Plate with the Golden State Emblem Used on the official vehicles of the President of India and State Governors while on official duty. These vehicles display the State Emblem of India instead of a conventional registration number.

Special Bike Registration Categories

Some registration formats are not identified by colour but by a special numbering system or issuing authority.

Registration Category Meaning and Purpose
BH Series (Bharat Series) Introduced to simplify vehicle transfers across states for eligible individuals, such as Central and State Government employees, defence personnel, PSUs, and employees of private companies with offices in four or more states or Union Territories. Vehicles registered under the BH Series do not require re-registration when moved to another state.
Military Registration (Broad Arrow) Defence vehicles use a unique registration format beginning with a broad arrow (↑), followed by codes indicating the year of procurement, vehicle class and serial number. These vehicles are registered with the Ministry of Defence instead of the Regional Transport Office (RTO).

How to Get a Bike Number Plate in India

A bike number plate is issued after your two-wheeler is registered with the Regional Transport Office (RTO). Depending on your requirements, you may receive a standard registration number, apply for a High-Security Registration Plate (HSRP), or opt for a fancy (VIP) registration number.

  • High-Security Registration Plate (HSRP)

  • For all new bikes, an HSRP is issued as part of the registration process. If you own an older vehicle that has not yet been fitted with an HSRP, you can apply through your state's authorised HSRP portal or an approved vehicle dealer. After verification, the plate is manufactured and installed using tamper-proof locks as prescribed by the Central Motor Vehicles Rules.

  • Standard or Fancy (VIP) Number Plate

  • A standard registration number is allotted automatically by the RTO during vehicle registration. If you prefer a fancy or VIP number, you can apply through your state's transport department portal or the Ministry of Road Transport and Highways' online auction system (where applicable). Fancy numbers are allotted based on availability and the applicable fee or auction process.

Note: The registration number may be standard or fancy, but the physical number plate must comply with HSRP specifications and other applicable CMVR requirements.

Bike Number Plate Fines & Penalties

Using a non-compliant bike number plate is a traffic offence under the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules (CMVR). Depending on the nature of the violation, traffic authorities may issue a challan or initiate further action.

Violation Penalty
Driving a vehicle without registration (including no valid registration plate) ₹2,000–₹5,000 for the first offence; ₹5,000–₹10,000 and/or imprisonment for subsequent offences (Section 192, Motor Vehicles Act)
Defective, damaged or improperly displayed number plate ₹500 for the first offence; ₹1,500 for subsequent offences
Using decorative or fancy fonts, aluminium/fancy number plates, or non-standard registration plates ₹500 for the first offence; ₹1,500 for subsequent offences
Registration mark not displayed in English letters and Arabic numerals ₹500 for the first offence; ₹1,500 for subsequent offences
Failure to install a mandatory High-Security Registration Plate (HSRP), where notified by the state Penalty varies by state. Many states impose fines of ₹1,000 to ₹5,000, while vehicles without valid registration may also attract penalties under Section 192 of the Motor Vehicles Act.

Apart from monetary penalties, an illegal or non-compliant number plate may also create difficulties during vehicle identification, police investigations, ownership transfers, and motor insurance claims, especially if the registration number cannot be clearly verified.

How to Check if Your Bike Number Plate is Legal?

You can verify whether your bike number plate complies with the latest regulations by checking the following:

  • Correct Colour

  • Ensure the background and text colour match your vehicle category (private, commercial, electric, diplomatic, etc.).

  • Approved Dimensions

  • The plate should conform to the size and character specifications prescribed under the Central Motor Vehicles Rules.

  • Proper Placement

  • The registration plate must be securely fixed at the designated front and rear positions, remain upright, and be clearly visible at all times.

  • HSRP Security Features

  • A genuine High-Security Registration Plate should include:

    • IND mark with the chromium-based Ashoka Chakra hologram

    • Unique laser-etched identification number

    • Tamper-proof snap locks

    • Reflective aluminium construction as prescribed under Rule 50 of the CMVR

  • Legible Registration Number

  • Letters and numerals should be displayed only in English and Arabic numerals and should not be obscured or damaged.

Conclusion

In all, it is crucial to understand the various aspects of a bike number plate, be it in terms of components or colours, as this all proves to be crucial to complete the formalities required during the registration process. While registration is necessary, driving without valid bike insurance is also illegal. Hence, it becomes vital to secure your bike with an insurance policy that assures both safety and security while on the road.
