The Regional Transport Offices RTOs (తెలంగాణ ప్రాంతీయ రవాణా కార్యాలయం) in Telangana play a vital role in regulating and managing the state's road transport system. From issuing driving licences and vehicle registrations to enforcing traffic laws and collecting road tax, the RTO ensures safe and legal mobility across Telangana. The RTOs directly work under the Transport Department of Telangana, under Motor Vehicle Act 1988.

Telangana RTO works under the transport department of Telangana, ensuring road safety and traffic laws throughout the state. Major functions of Telangana RTO include:

1). Vehicle Registration

6). Pollution Control Enforcement

• Ensuring vehicles comply with emission norms
• Issuing Pollution Under Control (PUC) certificates

7). Traffic Rule Enforcement & Penalties

• Enforcing the Motor Vehicles Act
• Levying fines and penalties for traffic violations

8). Road Safety Promotion

• Educating the public on road safety

9). Maintaining Transport Records

When a new vehicle is purchased in Telangana, it has to be registered within 7 days of delivery by filling form 20 online from the transport department online services page. After filing the form, there are many documents required to be submitted.

Documents Required for Permanent Registration Certificate (RC) in Telangana

Following documents are required for permanent RC in Telangana, all forms must be duly filled and signed:

• Form 20, duly filled

• Form 21 (Sales Certificate)

• Form 22, Form 22-A (Road-Worthiness Certificate)

• Insurance Certificate.

• Address Proof

• Design approval copy of STA (Trailer or Semi Trailer)

• Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex-Army Vehicle.

• Customs Clearance Certificate (Imported Vehicle)

• Prescribed Fees

• Road Tax as per TSMVT Act

• Form 34 (For HP)

After verification of all the documents, a permanent RC will be issued to your vehicle and delivered to your address. You can simultaneously opt for a smart card as well.

After 15 years from the date of registration, an RC needs to be renewed in the state of Telangana. This process must be completed within 60 days of expiry of the original RC. An application (Form 25) should be filled and submitted from the Transport Department Portal Online Services after which the vehicle will be inspected and subsequent documents will be verified before approval of renewal of RC.

Documents Required for Renewal of Registration Certificate (RC) in Telangana

Following documents should be submitted with the forms duly filled and signed:

• Form 25 (Duly Filled)

• Original RC

• Insurance Certificate

• PUC Certificate

• Renewal Fees

After verification of the above mentioned documents, the vehicle needs to be inspected before approval at the registered RTO on the original RC. After appropriate fees are paid and passing of inspection, the vehicle RC will be renewed for 5 years.

To avoid any legal consequences, transferring ownership of RC after a vehicle is sold or possessed by another individual is necessary. There are 3 types of transfer that required change in the registration certificate of a vehicle:

• Sale of the vehicle: The vehicle is being sold to another individual or group.

• Inheritance of vehicle: The vehicle is being inherited due to the death of the owner.

• Auction of vehicle: The vehicle is bought from auction by government or other bodies.

Documents Required for Transfer of Ownership of RC in Telangana

All the required forms are available on the Transport Department of Telangana portal. These documents include:

• Form 29 (Transfer of Possession)

• Form 30

• Original RC

• Insurance Certificate

• PUC Certificate

• New owner’s address proof

• Sales Agreement (If applicable)

• NOC (From previous RTO if applicable) or (From Financer if applicable)

• Form 35 (If the vehicle is financed)

• Death Certificate of the owner (If applicable)

• Form 31 (In case of death)

• Form 32 (In case of auction)

• Prescribed Transfer Fees

After verification of these documents, the vehicle’s RC will be transferred to the new owner.

In order to check your application status online:

• Go to Parivahan Sewa Website

• Click on "Vehicle Related Services" under the "Online Services" section.

• Select Telangana from the list of states.

• Click on "Application Status”

• Enter your Registration Application Number

• Fill the captcha and hit enter

• Your RC status will be displayed.

You can check Vehicle Owner Details in Telangana online through their Transport Department Portal. Follow these steps to get the necessary details:

• Go to Transport Department Of Telangana Portal

• Click on “Know your vehicle details” button

• You will be redirected to a new page.

• Here, Select the type of information you like to submit to get vehicle details (Registration/Engine/Chassis/TR No.)

• Next, type in the number you selected from the list.

• Next, Enter the last 5 digits of the Chassis Number.

• Enter the Captcha and hit “get data”

• Finally, the vehicle details will be displayed.

Paying Road Tax is mandatory in the state of Telangana. Road Tax in Telangana is calculated on the cost price of the vehicle, and depends upon the age of the vehicle for non-transport vehicles. Following table shows Road Tax for different types of vehicle in Telangana.

For Two-Wheelers

For Four - Wheelers

The Telangana Transport Department has made it possible to pay road tax/ any other tax online through their portal. Follow these steps to pay road tax online:

• Visit Telangana Transport Department Tax Portal

• Enter your registration number

• Enter your last 5 digits of Chassis number

• Select the type of tax

• You will be presented with the tax details of your vehicle (Tax paid, tax paid validity, and tax due)

• You can now pay the amount due by clicking on the pay button using an online method.

​In Telangana, failing to pay the required road tax on time can lead to significant penalties. This penalty is added to the remaining Road Tax due. The total amount of fine can go up to double of the quarterly payment for road tax in Telangana. The fine will get more hefty if the delay in paying the road tax persists. If a vehicle is financed by a bank or another financial institution, it can be endorsed in the registration certificate. In order to endorse the hire purchase agreement, following documents must be submitted:

• Form 34 (Duly filled and signed)

• Original Registration Certificate

• PUC Certificate

• Insurance Certificate

• Prescribed Fee

After verification of documents, endorsement of hire purchase agreement will be done.

If the loan is repaid, the owner of the RC could terminate the Hire Purchase Agreement in the RC. To close the hire purchase agreement following documents must be submitted:

• Form 35 (Duly filled and signed)

• Original Registration Certificate

• PUC Certificate

• Insurance Certificate

• Prescribed Fee

After verification of documents, termination of hire purchase agreement will be done.

Having a HSRP number plate is mandatory for two and four wheeler vehicles in Telangana. Vehicles registered before April 2019, also have to apply for a HSRP plate before April 30 2025. To apply for a high security number plate (HSRP) in Telangana, follow these steps:
