The state of Madhya Pradesh has 2.40 crore registered vehicles. It is known as a “fast mover” among landlocked states and ranked 17th in 2021 in the LEADS Index (Logistical Ease Across Different States).

The RTO of Madhya Pradesh has been vested with the responsibility of vehicle registration, driving license renewal, and handling registration certificate applications, along with many more processes. The power and functions of the RTO Madhya Pradesh have been vested by the Motor Vehicles Act.

The functions of Madhya Pradesh RTO range from various car registration processes to compliance with the safety standards for permits and approvals. Regulating policies and approval for EV vehicles, and many more.

Below are the various core functions of Madhya Pradesh RTO:

• Vehicle registration: Vehicle registration is a primary function of the RTO, and it is the first and foremost requirement.

• Driving Licence: Issuing a driving licence is one of the general functions of the Madhya Pradesh RTO, which complies with procedures as per the Motor Vehicle Act.

• Control of Transport Vehicle: Control of transport vehicles travelling in and across states is one of the primary functions of the RTO because transport vehicles are necessary for the state economy and logistics.

• Traffic regulation: Sections 112 to 139 provide the list and guidelines for speed, weight and many other criteria to ensure road safety, for which the incidence of execution lies with RTOs.

• Environmental regulations: Various environmental regulations are to be framed, and regulations are to be updated by the RTO. For example, it is the function of RTO to verify and review the Madhya Pradesh Electric Vehicle (EV) Policy 2019.

• Public awareness and Road Safety programs: Ensuring that the public is up-to-date with various traffic rules and aware of any new guidelines.

An application for registration of a motor vehicle shall be made in Form 20 to the registering authority within seven days from the date of taking delivery of such vehicle, excluding the period of journey and shall be accompanied by the following documents:

• Sales certificate in Form 21

• Valid Insurance certificate

• Original Sales Certificate in Form 21 in case of ex-army vehicles

• Proof of address

• Roadworthiness certificate in Form 22 from the manufacturer.

• Customs clearance certificate in the case of imported vehicles along with the licence and bond, if any.

• Pollution Under Control (PUC) Certificate.

• Temporary registration fee

There are two types of registration certificates, one is a temporary registration certificate and the other is a permanent registration certificate. To get a permanent registration certificate, a temporary registration certificate is to be applied for first and later on permanent registration certificate is to be applied for at your nearest RTO in Madhya Pradesh.

The following are the steps to get a permanent registration certificate in Madhya Pradesh:

• Step 1: Visit your nearest RTO office within 7 days of purchasing the vehicle

• Step 2: Submit Form 20 along with the list of documents as mentioned in the above section

• Step 3: You will be asked to pay the registration fee after inspection of the vehicle if required.

• Step 4: Make sure to follow up for a permanent registration certificate after you get a temporary one.

• Step 5: Approved licenses and Registration Certificates (RCs) are available on the Sarathi and Vaahan portals. They can be downloaded via DigiLocker or any device, and printouts are acceptable.

As per rule 52 of CMVR, 1989, the renewal of a private vehicle should take place after 15 years of purchase and then every 5 years. For commercial vehicles, it is to be renewed annually with a valid fitness certificate.

The following are the steps for renewal of registration certificate in Madhya Pradesh RTO:

1.Visit the RTO where the vehicle is registered.

2.Submit the required documents:

• Original RC

• Valid PUC Certificate

• Valid Insurance Certificate

• Road tax payment receipt

• Form 25 (for non-transport vehicles)

• Form 38 (for transport vehicles)

3.Vehicle Inspection: RTO officials check the vehicle's roadworthiness.

4.Pay the Renewal Fee: As per the vehicle category.

5.Receive the Renewed RC: If all documents are valid, the renewed RC is issued.

The following are the documents required for registration certificate renewal:

• Original RC

• Valid PUC Certificate

• Valid Insurance Certificate

• Road tax payment receipt

• Form 25 (for non-transport vehicles)

• Form 38 (for transport vehicles)

As per the Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989, the following are the documents required for ownership transfer:

1.In Case of Normal Sale (Within the Same State)

• Original Registration Certificate (RC)

• Form 29 – Notice of Ownership Transfer (signed by seller)

• Form 30 – Application for Ownership Transfer (signed by both parties)

• Valid Insurance Certificate

• Valid Pollution Under Control (PUC) Certificate

• Buyer’s Address Proof (Aadhaar, Passport, Voter ID, etc.)

• PAN Card of Buyer & Seller (or Form 60 if PAN is unavailable)

• Challan Clearance Certificate (No pending fines)

• Road Tax Clearance Certificate (if applicable)

• RTO Fee Payment Receipt

2.In Case of Ownership Transfer Due to the Death of the Owner

• Form 30 & Form 31 – Transfer application for legal heir.

• Death Certificate of the Owner

• Succession Certificate or NOC from Other Legal Heirs

• Affidavit by the New Owner

• Valid Insurance & PUC Certificate

• New Owner’s Address & Identity Proof

• PAN Card or Form 60

• RTO Fee Payment Receipt

3.In Case of Interstate Vehicle Transfer (NOC Required)

• Form 28 – No Objection Certificate (NOC) from the previous RTO

• Form 20 – Re-registration application

The vehicle registration charges in Madhya Pradesh depend on the vehicle’s type, cost and age. The following are the registration charges in detail:

1. Registration Charges for Private Vehicles

Two-Wheelers:

• Costing up to ₹1 lakh: Registration fee is approximately 8% of the vehicle's cost.​

• Costing above ₹1 lakh: Registration fee is approximately 10% of the vehicle's cost.​

Four-Wheelers:

• Costing up to ₹10 lakh: Registration fee is approximately 8% of the vehicle's cost.​

• Costing between ₹10 lakh and ₹20 lakh: Registration fee is approximately 9% of the vehicle's cost.​

• Costing above ₹20 lakh: The registration fee is approximately 10% of the vehicle's cost.​

2. Registration Charges for Commercial Vehicles

• Light Commercial Vehicles (LCVs): Approximately 8% of the vehicle's cost.​

• Heavy Commercial Vehicles (HCVs): Approximately 10% of the vehicle's cost.​

3. Additional Fees

• Hypothecation Charges: If the vehicle is purchased on loan, an additional fee of around ₹1,500 is applicable for noting hypothecation.​

• Number Plate Charges: Standard fees for High-Security Registration Plates (HSRP) are applicable as per government norms.​

• Road Tax: This is usually included in the registration charges and varies based on the vehicle's specifications.​

Online Method – Via Parivahan Portal

• Step 1: Visit the official Parivahan Sewa website

• Step 2: Click on "Know Your Vehicle Details"

• Step 3: Enter your Vehicle Registration Number

• Step 4: Enter the CAPTCHA Code and click Submit

• Step 5: Your RC Status will be displayed

Online Method – Via Madhya Pradesh Transport Website

• Step 1: Visit the MP Transport Department website

• Step 2: Look for the Vehicle Registration Search option

• Step 3: Enter your Vehicle Number and required details

• Step 4: Click on Search to view RC details

There are three ways to check vehicle owner details in Madhya Pradesh, which are as below:

1. VAHAN Portal (Government Website)

Steps as below:

• Visit the VAHAN Portal.
• Click on ‘Know your vehicle details’.
• Enter your Vehicle registration number and captcha code.
• Click on Search vehicle to know details.

2. MParivahan Mobile App.

Steps as below:

• Download the mParivahan app from the Google Play Store or Apple Store.
• Open the app and go to the RC search option.
• Enter the Vehicle registration number.
• Click Search to view details.

3. SMS Service

The avowed purpose of the motor vehicle tax (MVT), also known as road tax is to defray the costs of road maintenance out of the revenue realized from user charges. Besides, motor vehicle taxation is also geared to fulfil other objectives like the reduction of both congestion and pollution.

The following are the road taxes for different vehicles in Madhya Pradesh:

Vehicles registered in other states and operating in Madhya Pradesh are subject to taxes as per the M.P. Motoryan Karadhan Adhiniyam, 1991. The tax rates depend on the vehicle's specifications and duration of stay in the state.​

6.Penalties for Non-Payment

Failure to pay the road tax can result in a penalty of 4% of the unpaid amount, in addition to the outstanding tax. Continued non-payment may lead to the seizure of the vehicle.​

7. Payment of Road Tax

Road tax in Madhya Pradesh can be paid quarterly, half-yearly, or annually. Payments can be made online through the e-Vahan portal or offline at the local Regional Transport Office (RTO).​

The following is the process to pay road tax online in Madhya Pradesh:

• Proceed– Access online services.

• Select Service– Click on "Online Services" and select "Pay Vehicle Tax."

• Validate Vehicle– Enter the last 5 digits of the Chassis Number and click "Validate Regn_no/Chasi_no."

• OTP Verification– Click ‘Generate OTP,’ enter the received OTP, and submit.

• Update Details– Update your insurance details if required.

• Make Payment– Review the fee panel, proceed, and pay the tax amount.

• Download Receipt – Once payment is successful, download or print the receipt.

• RTO Processing– The application is automatically sent to the RTO for further processing.

The Madhya Pradesh Motoryan Karadhan Adhiniyam, 1991 lays out the road tax structure and penalties for vehicles used or kept for use in the state. Here’s a breakdown:

Taxation Rules:

• Applicable to: All motor vehicles used or kept for use in Madhya Pradesh.

• Rate: Specified in the First Schedule of the Adhiniyam.

Penalty for Non-Payment of Tax:

1. Before February 2003:
   • 1/3rd (33.33%) of the unpaid tax per month.
2. From February 2003 to September 2004:
   • 2% per month for the first three months of default.
   • 4% per month thereafter.
   • Maximum penalty: Cannot exceed twice the unpaid tax amount.
3. After September 2004:
   • Flat 4% penalty per month on unpaid tax.

Recovery Process:

• If the tax remains unpaid, the Taxation Authority issues a demand notice.

• The dues are recovered as arrears of land revenue (which allows legal recovery methods like asset seizure).

Hire purchase is an agreement between the parties, under which the vehicle payment is made in installments while the vehicle is used by the buyer from the commencement of the first installment. After the payment of the last instalment, the vehicle ownership is transferred from the seller to the buyer.

The steps below are to endorse the hire purchase agreement of RC in Madhya Pradesh:

Step 1: Visit the nearest RTO.

Step 2: Submit the below required documents

• Form 34 (Duly filled and signed by the registered owner and financier).

• Original RC of the vehicle.

• Valid Insurance Certificate.

• Pollution Under Control (PUC) Certificate.

• Address Proof of the owner.

• Loan Sanction Letter/NOC from Financier (if applicable).

• Applicable Fees (as per RTO rules).

Step 3: Further, after verification by the RTO, the RC will be updated.

The closure of the Hire Purchase/Lease/Hypothecation agreement in Madhya Pradesh is to disassociate the agreement containing the liability clause and deal with the termination of the contract.

• No Objection Certificate (NOC).

• Original Registration Certificate.

• Valid Insurance Certificate.

• Pollution Under Control (PUC).

• Proof of Address.

• PAN card or form 60/61.

• Chassis and engine pencil print.

• Signature Identification.

• Fee payment receipt.

• Receive Confirmation: You'll receive a confirmation receipt and appointment details via email or SMS.
